1.0. Floor Area Ratio
1.01. Floor Area Ratio (FAR) for all occupancies.
Permissible Floor Area Ratio related to levels of infrastructure.
There shall be two stages for
permissible FAR: a basic FAR table without payment of premium and an optional
table for higher FAR available on payment of premium commensurate with the cost
of higher infrastructure needed to support the higher densities.
The Gross Floor Area Ratio (FAR)
for buildings of all categories of land uses shall be as follows:
Basic FAR without payment of premium: 1.00 (As amended by G.O M.S.No 343 MA dt 9.7.03)

1.02.Parts of buildings exempted from FAR Computation:
The following shall be excluded from the calculation of FAR:
|
a) Area of fire escape stairways and cantilever
fire escape passages according to the Fire Officer’s requirements.
b) Area under stilts up to a clear height (i.e.
between floor and ceiling) of 2.4m to 3.6m.If the clear height exceeds 3.6m. the area under stilts will be
considered for FSI computation.
c) Area under structures like biogas plants,
effluent water treatment plants, solar water heating system, sewage treatment
plants, and street lighting systems, air conditioning plant rooms, electric
substations etc.
d) Refuse area, Fire escape passages in the case
of industrial and public assembly buildings up to a width of 2m.If the width is more than 2m. the additional
covered area shall be considered for FSI computation.
e) Areas covered by Lofts, Meter rooms, Porches,
Canopies, it provided in accordance with these Regulation.
f) Area covered by lift and passage to in building.
g) Area covered by staircase flights and floor
landings.
h) Service floor.
i) Basements if used for Parking / Ac plant /
electric substation.
j) Area of office of a co-operative housing
society or apartment owner’s association upto 30 sqm. per society/plot.
k) Cabin for security staff.

Besides
areas allocated for parking in the stilts or basements/service floor, the
Exempted areas shall not exceed 10% for Residential Zones and 15 % for non
Residential Zones.
1.03. Rates of Premium on FAR (POF)
The following are the rates of
charges in rupees per sqm for purchase of FAR at 2001 rates. The rates shall be
enhanced by at least 5% by the CDA for every subsequent year.

For permissions seeking FAR not
more than 1.00, there shall be no incidence of Premium on FAR.
It may be noted that as per the
CDA Master Plan the rates for the year 2002-2003 stand enhanced by 5% and so on.
2. Value Addition Charges in CDA area:
|
(a) For all group development the Value addition Charges shall be Rs.200/- per square meter of gross built up area on all floors put together, including common areas.
(b)
For plotted development layouts, at the time of layout permission, Value Addition Charges shall be Rs. 100/- per square Meters of marketable land area i.e. are under plots excluding the roads and mandatory open spaces.
(c)
In above mentioned approved layouts (where Value Addition Charges is already paid) when plot owners apply for building permission, they shall pay Value Addition Charges @ Rs.100/- per square Meter of built up area on all floors put together, including the common areas.
(d)
For I.T and other priority sector notified by the IT department of the Government of Andhra Pradesh , the Value Addition Charges to be 50% from the above rates as at a,b,c and above.
(e) If CDA has collected External Betterment Charges earlier for any case, which is in excess to the Value Addition Charges now decided, the difference shall be refunded by CDA to the applicants without interest.
(f) The new rates of Value Addition Charge shall be applicable for regularization of old layouts.

With regards to the above decision, the Special Officer, Cyberabad Development Authority is requested to take necessary action to levy the Value Addition Charges as decided above as per the provisions Cyberabad Development Authority.
2.0 Value Addition Charges for peripherial areas abutting the CDA:
|
(a) For all group development the Value Addition Charges shall be Rs. 50/- per square Meter of gross built up area on all floors put together, including the common areas.
(b) For plotted development layouts, at the time of layout permission, Value Addition Charges shall be Rs.25/- per square Meter of marketable land area i.e are under plots excluding the roads and mandatory open spaces.
(c) In above mentioned approved layouts (where Value Addition Charges is already paid) when plot owners apply for building permission, they shall pay Value Addition Charges @ Rs 25/- per square Meter of built up area on all floors put together, including the common areas.
(d) For IT and other priority sectors notified by the IT Department, the Value Addition Charge rates would be 50% from the above rates as at a,b,c above.

Part of all-round
open space may be used for parking provided a minimum space of 3m around the
building is kept free from parking after leaving aside the open parking areas.
5.00 Recreational Open Spaces
Layout Open spaces. (GO Ms No 343 MA dated 9th July 2003).

In any layout
and subdivision of land or an undivided parcel of land having a net plot
area(after leaving aside Master Plan
roads etc) admeasuring 2500 sqm. or more, 25% of the net plot area shall be
reserved as Recreational open space.This shall be provided in one place for plots less than 3200 sqm.For layouts exceeding 3200 sqm. in area, the
total open space may be located in more than one place provided that none of
such spaces is less than 800 sqm. in area.
The
minimum dimension of suchrecreational
space shall in no case be less than 7.5m, and
if the average width of such recreational space is less than 24m the
length thereof shall notexceed two and
a half times the average width.

6.00. Height Of The Buildings
|
There is no restriction to building height in Cyberabad
provided that the buildings above 15m. height must have adequate fire safety
measures like a sprinkler system and fire escape staircases as per National
Building Code.
If a building abuts on two or more streets of different
widths, the building shall be deemed to face the street that has the greater
width and the height of the building shall be regulated by the width of this
street.
For all structures in the vicinity of aerodromes, the
maximum height shall be subject to Regulations framed by the Civil Aviation
authorities.
Irrespective of its location, any building or tower
structure exceeding 25m. in height will require a NOC from Airport Authority
and Fire Department and margin of at least 9m. all around.

Buildings intended for non-polluting industrial activities
except service industries and flatter industrial estates shall be restricted to
G+2 storey only (max height 12 m).
Buildings intended for ground plus one, storage of
hazardous / inflammable / chemical explosive materials shall be single storied
structured only.
The Governing Authority may for reasons to be recorded in
writing, prescribe for any building or structure, a maximum height which may be
less than that permissible otherwise under these Regulations.
Appurtenant structures like roof tanks and their supports,
ventilating shafts, air conditioning shafts, lift rooms and similar service
equipment, stair cover, chimneys, parapet walls and architectural features not
exceeding 1.5m. in height, television antenna, booster antenna and wireless /
satellite transmitting and receiving towers shall not be included in the height
of the building.

7.2.Group Housing /Apartments Schemes:
|
1. Group Housing Schemes means the
development of buildings having FIVE or more multiple dwelling units and common
services on a given site or plot, in single or multiple blocks, without
customary subdivision of land by way of individual plots.

General Requirements For All Controls.
|
For any aspects of buildings not specifically stated in these regulations, the GO 423
MA dt 31-7-1998 shall be
referred. For layout & sub division regulations the clause 5.00 shall apply
regarding recreational open spaces. For all other requirements HUDA Zoning
Regulations 1981 and relevant executive orders in force shall be followed till
such time regulations for such requirements are made by CDA.
The minimum all round set backs stated in these
regulations are only for building height less than and up to 10m. Beyond the
height of 10 meters for every 3m of height or part thereof, an additional set
back of1 meter shall be provided up to
the 10th floor and thereafter 0.5m for additional floor.
