O R D E R: TheGovernment have constituted the Urban Development Authorities for major towns and cities of the State.In recenttimes the provisions of the Andhra Pradesh Urban Areas (Development) Act, 1975 (Act-1 of 1975), are being used for the requirement of preparing master plan, enforcing zoning regulations and integrated planning and control encompassing conversion of nature, natural resources and man made heritage and now it is decided to extend these provisions to many other areas of the state even though all such areas may not have a large urban population of may not be in the vicinity of large cities. 1. It is therefore, proposed to create Special Urban Development Authorities which will help in achieving special objectives oforderly growth and environmental up-gradation in priority areas.This will also be useful in carving out selectedareas out of the jurisdiction of existing Urban Development Authorities, which need special planning controls and a high level of infrastructural andmanagerial input.Such areas also can be notified as Special Area Development Authorities to make them either specialinvestment zones, special tourist areas or an exclusive enclave withinternational norms. 2. To achieve the above objects and to develop the areas around the proposed International Airport at Shamshabad and surrounding areas, it is decided to declare this area as a Special Development Area. 3. The Government after careful examination of the issue consider that it is expedient to notify the areas consisting of 89 villages falling in Shamshabad, Saroornagar, Mohinabad, Hayathnagar, Rajendranagar, Maheshwaram, Ibrahimpatnam Mandals as specified in the Schedule to the notification appended hereto as a Special Development Area which is meant for the special development of the areas in and around the proposed International Airport at Shamshabad under the provisions of the section 3A of the Andhra Pradesh Urban Areas (Development) Act, 1975. 4. The appended notifications will be published in the Extraordinary issue of the Andhra Pradesh Gazette dated the 1st August, 2001. 5. Radius of Himayatsagar and Osmansagar lakes which are the main sources of drinking water supply for Hyderabad and Secunderabad, basing on the interim report of the Expert Committee constituted by Hyderabad Metropolitan Water Supply and Sewerage Board to suggest ways and means to monitor the quality of water in these reservoirs. 2.      In the D.O. Letter 6th read above, the Managing Director, Hyderabad Metropolitan Water Supply and Sewerage Board has furnished second interim report of the Committee prepared after detailed discussion and a field visit to Osmansagar pipe lines, making certain recommendations for the protection of the lakes. 3. Government after careful examination of the recommendations of the Committee, have decided to issue the following orders in modification of the earlier orders issued in G.O.Ms.No. 192, M.A., dated 31-3-1994. i)                   To prohibit polluting industries, major hotels, residential colonies or other Establishments that generate pollution in the catchment of the lakes upto 10 K.mtrs. from full tank level of the lakes as per list in Annexure-I. However,residential developments in residential use zone may be permitted.The following measures shall be taken to protect water following in to the lakes. 60% of the total area shall be kept as open space and roads in all layouts in the villages of catchment area. The land use of about 90% of the area is classified as recreational and conservation use in the Master Plan. The Hyderabad Urban Development Authority should take action for the classification of this 90% of the area as agriculture, which is inclusive of horticulture and floriculture. To restrict the F.S.I. to 1:0.5 in the catchment area. This measure will ensure that 90% of the area remains under agriculture as is the practice now and ensure protection of the lakes. To monitor periodically the level of different pesticides, fertilizer residues carried into the lakes. The Hyderabad Metropolitan Water Supply and Sewerage Board shall conduct such studies through J.N.T.U/Central University or any other reputed agency and regular intervals and review the results once in 6 months. To prohibit polluting industries within 10 kilometres. radius (i.e. both on upstream and down stream side of the lakes) to prevent acidification of lakes due to air pollution. These shall be total prohibition of location of industries in the prohibited zone. Andhra Pradesh Pollution Control Board shall make further study of the existing industries in the upstream and down stream of the lakes and take action under their Act. For the protection of raw water channel from Osmansagar to Asifnagar no layout or building permission should be granted by Municipal Corporation of Hyderabad/Hyderabad Urban Development Authority/Director of Town & Country Planning up to a maximum of 100 ft. from the conduit site boundary. While approving layouts plan the conduit, a minimum of 9 mtrs. Wide road plus green belt to a maximum width of 100 ft. should be insisted to act as buffer on either side of conduit and the green belt shall be accounted as part of mandatory open space to be left the layout. Drainage pipe lines must be laid parallel to the conduit and no sewerage/sullage water discharges shall be allowed from the layouts towards the conduct. In the reference third cited, the Vice-Chairman, Hyderabad Airport Development Authority has informed that Development Control Guidelines/ Zoning Regulations have been prepared along with the draft Master Plan for Hyderabad Airport Development Authority area and requested the Government to permit Hyderabad Airport Development Authority to follow the development control regulations as per the draft Master Plan till the same is finally approved by the Government. 2. In view of the above, the Government after careful examination of the matter hereby permit the Vice-Chairman, Hyderabad Airport Development Authority to follow the Development Control Guidelines/ Zoning Regulations as per the draft Master Plan till the draft Master Plan is approved by the Government.
