Authority – Notification of the Revised Draft Master Plan for Hyderabad
Development Area for public objections and suggestions.
In
G.O.Ms.No. 411,M.A., dated 27.9.75 the Government of Andhra Pradesh notified
the Hyderabad Development Area (HDA) as
required under section 13 (1) of the Andhra Pradesh Urban Areas (Development)
Act 1975 to become the jurisdiction of Hyderabad Urban Development Authority
(HUDA). In subsequent years the Government of Andhra Pradesh amended the Andhra
Pradesh Urban Areas (Development) Act 1975 to enable the setting up of Special
Area Development Authorities (SADA) and constituted the Buddha Purnima Project
Authority (BPPA) around Husain Sagar lake through GO Ms no 575 MA dated 12th
December 2000 by excluding approximately 9.02 sq km area out of HDA, the
Cyberabad Development Authority (CDA) through G.O.Ms.No. 21 M.A, dated 20th
January 2001 by excluding approximately 52 Sq Km of area out of HDA.and the
Hyderabad Airport Development Authority (HADA) through GO Ms No 352 MA dated 30th
July 2001 consisting of 89 villages (total 438.80 sqkm) by excluding parts of
HDA (approx 168.55 sqkm) and by adding remaining areas (270.25 sqkm) south of
the HDA.
It may
be noted that the 1975 Development Plan and the 1980 Master Plan were modified
and updated in subsequent times up to 1994 by way of the preparation and
enforcement of several Zonal Development Plans to the extent of the areas
covered by the ZDPS. After constitution of the CDA, a Master Plan for the
Cyberabad Development Authority area was enforced vide GO Ms no 538 M.A dated
29.10.2001.
In view of the unprecedented technological changes that have taken place in the last
decade and as a normal requirement of periodic revision of Master
Plans/Development Plans, it is now proposed to make an overall revision /
modification to the above mentioned statutory plans, in the first instance to
the extent of areas falling outside the Municipal Corporation of
Hyderabad. The notification for the
areas covered by the MCH will be made separately in the second instance.
Under the provisions of section 12 of Andhra Pradesh Urban Areas (Development) Act
1975, notice is hereby published for inviting public objections and suggestions
to the extensive modifications to plan for the jurisdiction of HUDA to the
extent of areas falling outside the Municipal Corporation of Hyderabad and
excluding the areas covered by the BPPA, CDA and the HADA. The Draft modified Master Plan shall extend
to the jurisdiction of Hyderabad Urban Development Authority as notified under
law on the date of this notification. For general guidance it is informed that
coverage of the Master Plan shall include the following areas:

The salient features of
the modified and Revised Master Plan are as follows:
1.
The Revised Master Plan
makes provision for land requirement for an anticipated 2020/2021 population of
around 136 lakhs for Hyderabad metropolitan area.
2.
The Proposed Land Use
Map of the Revised Master Plan makes adequate reservation for future
Residential zones and related amenity area.
3.
The Master Plan
provides for a network of Ring, Radial and Express roads to increase
connectivity of strategic areas and improve accessibility to the new
developable areas. Transfer of Development Rights is included in Regulations.
4.
The Rights of Way of
the major roads ranges from 30 meters to 90 meters as against up to 60 meters
in the previous plans.
5.
In order to encourage
the provision of smaller residential sites for low income groups and small
flats, the layout regulations and building regulations carry incentives to
developers.
6.
Larger layouts enable
the creation of bigger open spaces, roads and common areas. A graded scale of
open space requirements is proposed to encourage developers to come up with
large chunks of land.
7.
For the common man, a
simple set of building norms containing only set backs, 60% coverage, two floor
height and 3 meters front set back is proposed for plots upto 250 square
meters. One can submit the plans as per these norms and pay fees as per
pre-publicised slab rates. No Floor Area Ratio (FAR) regulations at this level.
This may take care of the needs of 95 %
of plot owners.
8.
For larger than 250
sqm plot sizes, the regulations have two case: MCH and outside MCH. The FAR
& other parameters are then linked with road width and plot sizes in two
slabs.
9.
The ‘free’ common
areas are merged with FAR permitted. The Regulations prescribe Gross FAR values
inclusive of common areas.
10. Land Use Regulations allow in Residential Zones,
commercial and other non residential uses if the roads are wider and plots area
big. The need for seeking a modification to plan, commonly known as Change of
Land Use will be minimised.
11. Software units, Hotels and Tourism related uses are
permitted in a wide range of locations subject to plot size and road width. The
Revised Master Plan will thus benefit I.T, ITES, Tourism and other service
sectors.
12. Commercial uses are proposed along major routes
subject to service roads and deep set backs.
13. The Regulations have linked front set back with
road width so as to have uniform building lines.
14. All tanks and water bodies are made special
reservations with at least 30 m buffer green belts.
15. A large number of sites spread over the entire
metro area are designated as Multiple Use Zone in which except industry any
other use is permitted.
16. In order to offer an opportunity to polluting and
hazardous industries located amidst or in the vicinity of residential areas,
such industries and even old industrial estates are indicated as Multiple Use
Zone so that owners can use those lands for residential, commercial or any
other profitable use and consider shifting the industries in less objectionable
areas away from the city.
17. To avoid ambiguity, Recreation Use Zones are
re-named as Open Space Zones.
18. Conservation of natural and man-made heritage is an
integral part of regulations as per national policy.
19. The Draft Revised and modified Master Plan contains
Land Use zoning Regulations, Building Regulations and Layout and Subdivision
Regulations as integral part of the plan.
The
Draft Master Plan and Regulations will be displayed and made available for
inspection by public in the office of HUDA at Paigah Palace, Begampet from 21st
January 2003 to 21st February 2003 on all working days from 11.30 AM
to 4.30 PM. All objections and suggestions shall be addressed to the Vice
Chairman, Hyderabad Urban Development Authority, which will be duly examined
and considered as provided in the Andhra Pradesh Urban Areas (Development) Act
1975 and Rules thereunder by the HUDA and the Government before final approval
of the modified and revised Master Plan by the Government.
After approval of the plan by the Government as laid down in the Andhra Pradesh Urban
Areas (Development) Act 1975, the modified Master Plan will come in to force
and the Master Plan and ZDPs in force in the same jurisdiction will stand
superseded.
